Immediately before joining the faculty at York University, he served as the first Executive Director of the International Association of Refugee Law Judges (IARLJ), www.iarlj.nl, the foremost international professional association of its kind. From 1994 to 2005, he served on the Immigration and Refugee Board of Canada (IRB), as a Member and Coordinating Member, where he was assigned to a number of special projects and sat on several high profile cases, including, Pushpanathan, an exclusion case under Article 1F, that had been argued at the Supreme Court of Canada.
