A BALANCED IMMIGRATION PROGRAM
THE PILLARS OR STREAMS ARE MEAN TO BALANCE TWO
THINGS: (A)
PROBLEM OF BALANCE: THROUGH OUT HISTORY OF IMMIGRATION TO
SO THE HISTORICAL CHARACTERISTIC OF IMMIGRATION LAW,
AND IMMGRATION STEAMS IS THAT THEY HAVE BEEN IN "CONSTANT FLUX".
(THE HIGHEST LEVELS EVER: 330,000 IN 1911 AND 400,000
IN 1913. 174,000 CAME IN 1998.)
FOR THE
SIXTH YEAR IN A ROW, THE DEPARTMENT'S ANNUAL REPORT CONFIRMS THAT
NEXT YEAR,
*****THE LIBERAL
REDBOOK ADVOCATES 1% OR 330,000.)
(A)
(B) IN THE MODERN CONTEXT "HAS MADE
LONG-RANGE PLANNING" MORE "DIFFICULT" AND CAUSES PROBLEMS
FOR THE ADMINISTRATION OF
(C) (IT IS FURTHER SUGGESTED) THE
"VOLATILITY" OF IMMIGRATION INTAKE IN
EX: IF
IMMIGRATION LEVELS HAVE LITTLE
IF
CONSIDERATIONS OF POP. SIZE AND STRUCTURE ARE IMPORTANT FACTORS IN SETTING
THE LEVELS OF IMMIGRATION, THEY ARE BY NATURE "LONG-TERM" AND
SUPPORT A RATIONALE FOR A CONSTANT LEVEL OF INFLOW RATHER THAN A CYCLICAL ONE
(CLOSELY TIED TO THE STATE OF THE CANADIAN ECONOMY).
ALL OF THIS POINTS OUT THE PROBLEM OF DETERMINING WHAT THE
OBJECTIVES OF
IMMIGRATION QUESTIONS
1) ARE THERE TOO MANY PEOPLE COMING TO
2) ARE THEY TAKING JOBS AWAY FROM CANADIANS?
3) SHOULD THERE BE A LIMIT OR MORATORIUM ON
IMMIGRATION?
4) WHICH KINDS OF IMMIGRANTS SHOULD BE ALLOWED
IN
5) IS
6) SHOULD IMMIGRANTS BE FORCE TO LIVE IN
UNPOPULATED AREAS IN
7) SHOULD IMMIGRANTS BE REQUIRED TO BE ABLE TO
SPEAK ENGLISH OR FRENCH TO GET INTO
8) SHOULD THERE BE AN AGE LIMIT FOR PEOPLE
IMMIGRATING TO
9) SHOULD ANYONE OR GROUP BE PREVENTED FROM
IMMIGRATING TO
10) SHOULD IMMIGRANTS BE SUBJECT TO REMOVAL FROM
AUXILIARY
QUESTIONS
11) WHO COME ON A TEMPORARY BASIS -- WHAT ARE THE
CATEGORIES OF TEMPORARY RESIDENCE IN
12) WHAT IS
WRONG WITH THE WAY OUR ANCESTORS CAME TO THIS COUNTRY?
IMMIGRATION
ANSWERS
1) TOO MANY? - THE QUESTION OF
"INTAKE LEVELS" HAS BEEN A KEY ISSUE THROUGH OUT THE HISTORY OF
CANADIAN IMMIGRATION -- [?]
THE HIGHEST LEVELS EVER: 330,000 IN 1911 AND 400,000 IN 1913.
174,000 CAME IN 1998. THE LIBERAL REDBOOK ADVOCATES 1% OR 300,000.
[OFFICIAL BLAME: (1) SHORTAGE OF RESOURCES - TECHNOLOGY; (2)
INORDINANT AMOUNT OF RESOURCES WHEN INTO INTERNATIONAL EMERGENCIES (KOSOVO);
(3) THE MIGRATION FROM TRADITIONAL SOURCE COUNTRIES SLOWED DOWN.
** IN 1974, THE BIRTH RATE IN
ACCORDING TO STATS
IN OTHER WORDS, THE NUMBER OF DEATHS WILL BEGIN TO OUTSTRIP THE NUMBER OF
BIRTHS, AND THE CANADIAN PEOPLE WOULD BEGING TO DIE OUT.
IMMIGRATION PLAYS A CRUCIAL ROLE IN CANADIAN NATION-BUILDING
_____________________________________________________________
{ON BOARD} -- SOCIOLOGISTS AND ECONOMISTS: MINISCULE POPULATION, AGING
WORKFORCE AND INCREASING GLOBAL MARKETPLACE, IMMIGRATION IS ESSENTIAL FOR
SOCIO-ECONOMIC PROGRESS. -- IMMIG IMPORTANT FOR CAN. ECON.
LEADERSHIP IN 21ST CENTURY.
_____________________________________________________________
2) ARE THEY TAKING JOBS? -
"ECONOMIES OF SCALE", THE MORE PEOPLE THE MORE CONSUMERS WHICH LEADS
TO GREATER PRODUCTION. IMMIGRANTS TRADITIONALLY HAVE INCENTIVE TO WORK HARD AND
IMPROVE
3) LIMIT OR MORATORIUM? - ECONOMISTS
ADVISE 1% PER ANNUM OF CURRENT POPULATION TO REPLACE DECEASED, AND SPUR
ECONOMY.
4) WHAT KIND? - HARDWORKING/ FAMILY
CLASS WITH INCENTIVE TO IMPOROVE THEIR FAMILIES LOT AND MAKE THEIR CHILDREN'S
LIVES BETTER THAN THEIR OWN. THIS IS THE TRADITIONAL SOURCE OF
5) IS
6) LIVE IN UNPOPULATED AREAS? - VARIOUS
ATTEMPTS TO SEND NEWCOMERS TO UNPOPULATED AREAS HAVE ALL BEEN DETERMINED TO BE
UNCONSTITUTIONAL. VIOLATION OF CHARTER OF RIGHTS AND FREEDOMS
(OF PERSON).
7) SPEAK AND OFFICIAL LANGUAGE? -
HISTORY MAY MITIGATE AGAINST IT. THE 2ND LARGEST
LANGUAGE OUTSIDE OF
8) SHOULD AGE LIMIT? - NO/ PREJUDICIAL
AND DISCRIMINATORY. CASE BY CASE BASIS.
9) SHOULD ANY GROUP BE PREVENTED? -
GROUPS IMPORTING VIOLENCE. TERRORIST, ORGANIZED CRIMINALS.
10) REMOVALS?
- YES/ CRIMINALITY AND SERIOUS ABUSES OF THE SYSTEM. (NOT INDIVIDUALS WHO
ARRIVE AS CHILDREN AND LIVE THE BALANCE OF THEIR LIVES HERE).
NEW
IMMIGRATION BILL C31
1. IMMIGRATION
BILL TABLED BY THE LIBERAL GOVERNMENT IS HIGHLIGHTED BY PLANS FOR A $1 MILLION
FINE AND A LIFE SENTENCE FOR ALIEN-SMUGGLING.
2. KEY CHANGES
TO THE REFUGEE DETERMINATION SYSTEM INCLUDE A NEW “FRONT-END” SECURITY CHECK IN
WHICH REFUGEES ARE SCREENED IMMEDIATELY UPON ENTRY INTO
3. BILL C-31
ALSO BETTER SPELLS OUT CRITERIA FOR DETAINING MIGRANTS. THOSE WHO ARE A THREAT
TO FLEE OR POSE A DANGER WOULD BE AUTOMATICALLY DETAINED.
4. OTHER KEY
STREAMLINING PLANKS OF THE LEGISLATION INCLUDE,
·
REDUCING THE LENGTH OF TIME IT TAKES A REFUGEE TO HAVE
A CASE HEARD FROM FIVE YEARS TO THREE;
ENSURING REFERRALS OF CLAIMS TO IMMIGRATION REFUGEE BOARD
WITHIN THREE WORKING DAYS; AND
·
DESIGNATING NEW FUNDS TO CLEAR UP BACKLOGS.
4. BILL C-31,
THE IMMIGRATION AND REFUGEE PROTECTION ACT, WOULD ALSO MAKE IT – ]
A) EASIER
TO DEPORT CRIMINALS WHO SLIP INTO
B) TIGHTEN
IMMIGRATION AND REFUGEE RULES,
C)
INCREASING OVERALL REGULATORY CONTROLS, AND
D) CURTAIL
THE APPEALS PROCESS.
CRITICISMS:
1. LAWYERS AND
IMMIGRANT GROUPS, HOWEVER, HAVE BEEN QUICK AND UNEQUIVOCAL IN CONDEMNING THE
BILL AS MEAN-SPIRITED AND POSSIBLY UNCONSTITUTIONAL.
2. MEDIA
REPORTS INDICATE, THAT UNDER THE UMBRELLA OF “CANADIANS FOR A FAIR AND JUST
IMMIGRATION POLICY,” MORE THAN 50 COMMUNITY-BASED ORGANIZATIONS, INCLUDING THE
BAR ASSOCIATION, HAVE PUBLICLY OPPOSED THE PROPOSED BILL.
3. THE NEW LAW
WOULD TAKE AWAY THE DEPORTATION APPEAL RIGHTS OF ANY PERMANENT RESIDENT
CONVICTED OF MINOR CRIMES.
4. CHANGES
GIVE THE IMMIGRATION DEPARTMENT MORE POWER THAN CSIS (
5. IT WILL
REMOVE ALL OVERSIGHT ON SECURITY MATTERS.
6. TIGHTENING
THE SCREWS ON INTERNATIONAL IMMIGRATION MAY ALLEVIATE SOME SHORT-TERM PUBLIC
ANXIETY, BUT IT IS NOT NECESSARILY CONDUCIVE TO CONTINUED SOCIAL PROGRESS (?) –
IN THE
SHORT TERM, YOU CAN PLUG-UP THE HOLES AND REINFORCE THE BORDER
PERIMETERS AS A TEMPORARY STOPGAP AGAINST INTERLOPERS –
IN THE
LONG-TERM, SINCE THE GLOBAL VILLAGE IS BECOMING HIGHLY VOLATILE, WITHOUT INTERNATIONAL
INTERVENTION AND COORDINATION, SOCIOLOGICAL PREDICTIONS ARE THERE WILL
EVENTUALLY BE THE BIGGEST INTER-ETHNIC BONFIRE AND WEENIE-ROAST OF ALL TIME,
AND LIKE IT OR NOT
CONCLUSION: (POPULATION BOOM!!!)
--
– THE WORLD POPULATION IS ALREADY
DOUBLE WHAT IT WAS IN 1950.
– IT IS PROJECTED TO BOOM BY ANOTHER
(3) THREE BILLION IN THE NEXT HALF-CENTURY (WITH
– TODAY, THERE ARE 6.1 BILLION PEOPLE
IN THE WORLD. BY 2050, THE FIGURE IS ANTICIPATED TO SWELL TO 9.3 BILLION (WITH
NEARLY NINE OF EVERY 10 PEOPLE LIVING IN A DEVELOPING COUNTRY.
