In a Canadian context, how can existing community disaster/emergency management strategies be redesigned to be more inclusive, well in advance of when they are needed?

Disaster management strategies in Canada focus on handling emergencies and natural disasters at the provincial/territorial level. Local authorities provide the first response to most emergencies, with the federal government intervening when more resources or support are needed. These protocols are often efficient and effective, but they may fail to consider the specific needs of vulnerable or marginalized populations. Such communities are often disproportionately impacted by disasters and emergencies, and they frequently experience inequitable burdens related to health and other concerns. This project aims to redesign existing community-level disaster and emergency management strategies to be more inclusive. By preparing and having these strategies in place well before they are needed, we can provide a more sustainable and equitable approach to disaster management and avoid widening the existing gap in health, safety, and resource availability when extreme events occur. Students interested in this project might have backgrounds in disaster and emergency management, government/public policy, the humanities and social sciences, health-related fields, environmental studies, equity and marginalized communities, and social justice and advocacy.
