Dahdaleh graduate scholar Sarah Khan recently published an article in the Policy Options where she discusses Canada’s response to the Israel-Hamas conflict. The government initially condemned the terror attack on Israel and later called for a “humanitarian pause.” In her article titled “Canada should walk the talk to help shield civilians from violence”, she asserts that Canada could demonstrate its commitment to upholding international law by adopting a “protection of civilians” policy which addresses human suffering on all sides.
The article emphasizes the need for a comprehensive approach to guide Canada’s conflict stance, moving beyond its historical support for Israel. Khan argues that such policy should be made a priority by Global Affairs and National Defence or the Privy Council Office. This would ensure a clear, thoughtful response based on Canada’s priorities and interests, aligning with a “rules-based international order” and human rights.
Sarah Khan has over 12 years of experience working with the United Nations High Commissioner for Refugees (UNHCR). Her areas of research specializes on the protection of civilian policy. She has previously completed a research project on the Canadian Armed Forces and the need for a protection of civilians policy and another research project on “The Orthodox Framework Governing the Protection of Civilians (POC) Harm of Displacement and NATO’s POC Policy 2016.”
