Recap — Strengthening One Health Governance for AMR Mitigation, with Arne Ruckert

On February 12, 2025, Arne Ruckert, Director of Research at the Global Strategy Lab’s Antimicrobial Resistance (AMR) Policy Accelerator, delved into the role of One Health (OH) governance in combating AMR. The seminar explored how integrated, multi-sectoral governance structures can enhance surveillance and policy implementation to address AMR.

Ruckert emphasized that One Health governance is more than just a structural framework; it embodies collaboration, participation, accountability, sustainability and equity. He outlined key governance domains necessary for effective AMR policy: participation, coordination, management, accountability, transparency and sustainability. These principles ensure that AMR surveillance systems are adaptable, inclusive and aligned with real world needs. A major takeaway was the necessity of institutional innovation which includes building cross sectoral collaboration mechanisms, educating an OH workforce and fostering engagement beyond government institutions. Ruckert highlighted that effective governance can overcome political barriers, ensuring that AMR policies are not only evidence based but also practical and widely accepted.

The discussion also addressed current limitations in OH governance, including lack of localized guidance, insufficient stakeholder engagement and challenges in financing sustainability. Participants noted the importance of trust building, shared language and measurable targets to drive progress. Ruckert introduced the 3-i framework (Ideas, Interests, Institutions) as a theoretical approach to understanding OH governance. He stressed the need for context specific solutions, recognizing that AMR governance structures must align with existing political, social and institutional realities.

In closing, he encouraged ongoing research, case studies and stakeholder engagement to refine OH governance frameworks. The seminar reinforced that without strong governance, AMR policies risk stagnation and collaborative, equity focused governance is essential to mitigating AMR on a global scale.
