Joseph Silva

Joseph Silva is an experienced public servant and policy and finance leader. He has worked at the federal, provincial and municipal levels, and is currently the Treasurer for the City of Markham, one of Canada’s most dynamic and diverse communities. He previously worked at the Regional Municipality of York, including as Director of Strategies and Partnerships in the Region’s Community & Health Services Department responsible for strategic social policy and community development initiatives, and as Director and Deputy Treasurer in the Finance Department overseeing the delivery and transformation of a number of financial and business services. He also held progressive positions in the Ontario Public Service, including as executive assistant and policy advisor to Deputy Minister and Assistant Deputy Minister at the Ministry of Energy and at the Ministry of Infrastructure. He started his public service career as an economist at Finance Canada working on agriculture policy.

Joseph values life-long learning and has a varied educational background, which includes a Master’s in public administration from Queen’s University, a Master’s in economics from McMaster University, and a Certificate in Internal Auditing from the University of Toronto. He is a Chartered Professional Accountant (CPA), a Certified Internal Auditor (CIA), and an Ontario Certified Teacher (OCT). Joseph is also a grateful alumnus of York University, and completed an Honours BA in economics and a BEd under a President’s Scholarship.

Joseph also strives to give back to community, and currently volunteers with the Institute of Public Administration of Canada (IPAC) Toronto Region and as a mentor with CPA Ontario. He also served as Co-Chair of the GenNext Cabinet of United Way Greater Toronto.
