Shirley Hoy
Senior Advisor with StrategyCorp Inc.
Shirley’s public service career spanned more than 30 years.
She started her career in municipal government in 1980, in the Department of Community Services of former Metro Toronto. Then between 1991 to the beginning of 1996 she worked in the Ontario government as Assistant Deputy Minister in three different ministries. Following that, she returned to City of Toronto as Commissioner of Community and Neighbourhood Services Department, and between 2001 to 2008 as City Manager. Prior to retirement, she assumed the CEO position at the Toronto Lands Corporation, a wholly owned subsidiary of the Toronto District School Board, responsible for managing and disposing surplus school properties.
Since 2014, she has been a Senior Advisor with StrategyCorp Inc., a public affairs/management consulting firm.
With regard to community/volunteer activities she has served as Chair of the Governing Council of University of Toronto, Chair of the Board of Trustees of the United Way of Greater Toronto; and is current a member of the Ontario Universities Council on Quality Assurance.
Shirley has a MSW from University of Toronto, and a MPA from Queen’s University.
