The Human Capital Management (HCM), namely PeopleSoft Human Resources (HR) system is used by York University and is an effective dated system. Every action that is taken on an employee record number has an effective date on which the action begins. The effective date is present on every row of data whether it be personal data or job data.

Every job data record also has an effective sequence (Human Resources) number. This effective sequence number allows for more than one action to be recorded on the same effective date. Every action occurring on the same effective date will have a unique sequence number which determines the order in which the actions occur. The highest sequence number with the most recent effective date indicates the record with the current job or person data.

Examples:

The job data for an employee who currently has only one job will reside on job record zero (0). This employee is promoted to a new job in a new department and with a new salary. The effective date of the new job is the start date for which the promotion occurs. The following is a description of the actions that will occur on the same effective date using a different sequence number for each action:

  • Action: transfer to new department - sequence 0
  • Action: promotion with a salary increase - sequence 1
  • Action: change in reports to - sequence 2

An employee has been hired on a contract which ends today. The employee applied for and is the successful candidate for a permanent job that starts today. The following is a description of the actions that will occur on the same effective date using a different effective sequence for each action:

  • Action: termination/contract end - sequence 0
  • Action: rehire/temporary to continuing employee - sequence 1
