I have taken SC/BIOL 2030 3.0 and/or SC/BIOL 2071 3.0 and neither are showing up on my degree progress report. Will they count towards my degree?

Yes.  SC/BIOL 2030 3.0 will satisfy your requirements for SC/BIOL 2030 4.0 and will act as an accepted prerequisite for all courses that require SC/BIOL 2030 4.0.
