New Programs

According to the YUQAP, a “new program” has substantially different program requirements and substantially different learning outcomes from those of any existing approved programs.

A change of name, on its own, does not constitute a new program, nor does the inclusion of a new program of specialization where another with the same designation already exists (e.g., a new honours program where a major with the same designation already exists); this would be considered a “Major Modification.”

Upon receipt of the Notice of Intention, or NOI, the Vice-Provost Academic will determine whether a change falls under the protocol for a major modification or a new program. Authorization to proceed with a proposal does not constitute formal support.

Once approved as a New Program, proponents must develop a “program brief,” which includes a program proposal provided below.

Protocol for New Degree Program Approval

YUQAP Section 3. This protocol applies to new programs where a similar option has not already been approved.

New programs include:

  • Undergraduate degrees and majors
  • Graduate degrees and programs

Protocol for New Programs with Expedited Approvals

YUQAP Section 4. This protocol applies to:

  • New graduate diplomas (Types 2 and 3)
  • New standalone degree programs arising from a long-standing field in a master’s or doctoral program that has undergone at least two cyclical program reviews and has at least two graduating cohorts.

Notice of Intention (NOI) to Develop a Curriculum Proposal Template

As outlined in the YUQAP, prior to the development of a program proposal, proponents shall submit a Notice of Intent (NOI) to the Vice-Provost Academic, which would provide a brief statement about the proposal, a summary of new or reallocated resources, and details about preliminary and anticipated consultations.
The Vice-Provost Academic is authorized to determine whether the proponents may proceed with the development of a proposal.

A formal statement of support from the relevant Dean or Principal must accompany the NOI, either at the end of the NOI itself or as an appended memo.

New Program Proposal Template

The Program Brief for new degree programs includes the following components:

  • Program proposal, including letters of consultation/support and other relevant appendices
  • Curricula Vitae of the faculty, including program-specific appointment criteria
  • External reviewer nominations

MCU Approvals

Many new degree programs also require specific approval for funding from the Ministry of Colleges and Universities (MCU). The processes for MCU approval can be followed in parallel with the Quality Assurance procedures. For further information, please contact the YUQAP Office.

New Programs with Expedited Review Program Brief

The Program Brief for new degree programs with expediated review includes the following components:

  • Program proposal, including letters of consultation/support and other relevant appendices
  • Curricula Vitae of the faculty, including program-specific appointment criteria

MCU Approvals

Programs with expedited approval may also require specific approval for funding from the Ministry of Colleges and Universities (MCU). These processes for MCU approval can be followed in parallel with the Quality Assurance procedures. For further information, please contact the YUQAP Office.
