Ward Elcock, who led Canada’s spy agency for a decade, has been named the top bureaucrat in the Defence Department, reported The Globe and Mail, Ottawa Citizen, Toronto Star, The Gazette (Montreal) and the Windsor Star Aug. 6. Elcock will become deputy minister, replacing Hélène Gosselin. Elcock earned a BA in political science from Carleton University and a law degree in 1973 from York’s Osgoode Hall Law School before joining the Energy Department as a lawyer in 1975. He was named director of Canadian Security Intelligence Service in 1994.
