Filipinos find a home in Winnipeg as family ties drive immigration in Manitoba

The Filipino community makes up a larger percentage of the population of Winnipeg – 8 per cent – than any other visible minority. This concentration has led to the Filipino population becoming a significant part of city life in a way that hasn’t occurred in larger centres, said Philip Kelly, director of the Centre for Asian Research at York University. Kelly is currently conducting research on Filipino youth in Canada, comparing Toronto, Vancouver and Winnipeg. “When I was [in Winnipeg] doing my research, the Blue Bombers were playing the Argonauts and it was Filipino night at the stadium. Citing problems with the search warrant, including the hasty signing off by the issuing justice of the peace (JP) who was missing a “significant piece of information”, Superior Court Justice Cory Gilmore said she had no choice but to exclude the evidence: 40 kilograms of methamphetamine seized from two homes in York Region.…York University Professor Ian Greene, an expert in Charter rights and judicial administration, expressed his concern about the “antiquated JP system in provinces such as Ontario.” Greene was quoted saying, “I was delighted when Alberta, in 1998, became the first province to require JPs hearing cases to have a legal education,” reported the Toronto Star June 10.
