RATIONALE AND IMPORTANCEThe premature foreclosure of alternatives is a recurring theme within the considerable literature on large infrastructure projects. In addition large infrastructure projects often respond to the interests of some groups and marginalize others. The AVOW project is broadly based, both academically and socially. Its work is intended to ensure that whatever project outcome occurs, a broad range of stakeholder needs is acknowledged and accommodated, and that the agenda of a major international assistance program is not captured by a narrow range of interest groups. AVOW is in line with current development thinking that advocates inclusive participation, a public planning processes, social equity in the distribution of benefits, and technological solutions that work with nature rather than transforming nature. The York Centre for International and Security Studies (YCISS) has a history of working in this area. It has been a partner in the Middle East Environmental Futures (MEEF) project, hosted the conference on “Palestinian and Israeli Environmental Narratives,” and houses MIDEASTENVIRONET – the Middle East environmental listserve. A York University partner, the Institute for Research in Innovation and Sustainability, has expertise in water management issues. |
